National Active and Retired Federal Employees Association
"Guidelines for Nominating/Balloting Committee".
National Active & Retired Federal Employees Association
The Executive Board has promulgated the following guidelines to be taken by this committee in carrying out their duties as set forth in Article VII, Section 2.,
Article XI, Section 3. A., Article XII, A. of the Massachusetts Federation Bylaws, and further defined in Robert’s Rules of Order.
The committee shall prepare a notice calling for nominations for all Federation elective positions. The notice should be posted on the Massachusetts Federation website and mailed to all Massachusetts Chapters by first week of February. The required return date for nominations to the committee should be not later than the third week of March. Candidates must acknowledge they are willing to accept the responsibilities of the position for the elective period to a committee member.
The committee shall prepare a ballot for all contested positions (two or more candidates for one position). The ballot should be distributed by the first week of April to all chapter and national members of the Massachusetts Federation. The required return date for all ballots should be the last week of April. The members of the committee will serve as tellers for the election. The ballot prepared shall be in similar format to attachment #1 of these guidelines.
For all non-contested elective positions the Federation Secretary shall be instructed to cast a single ballot to effect the election process.
The election results will be announced at the annual convention. Winning candidates will be appraised in advance of the convention.
Voters will be required to indicate their name, NARFE ID# and member affiliation (chapter # or national) on their respective ballot to provide for certification of collected ballots. Improperly marked ballots will not be counted. An improperly marked ballot is defined as: One that is not properly endorsed to certify a authorized voter or one that indicates a vote for more than one candidate for a specific elective position.
Rewritten due to One Member/One Vote policy. June 30, 2018 and Approved by FEB September 20, 2018
Nominations are now open for all Federation elective offices. The offices are President, 1st Vice President, 2nd Vice President, Secretary, Treasurer and six (6) District Vice Presidents (Cape Cod, Central, Metro Boston, Northeast, Southeast, and Western).
These positions are currently for one (1) year terms. There are two Bylaws resolutions that if approved will change the terms of office to two years and abolish the District Vice President positions. Balloting for both officer elections and Bylaws resolutions will occur at the same time. Should the Bylaws resolutions be approved by members, terms of office will be two years instead of one and the DVP positions will be abolished.
Nominations close March 22, 2019. Balloting for elective offices and Bylaws resolutions will occur April 1 to April 26, 2019.
