Resolution Topic: Change terms of office for elected MAFED officers to two year terms rather than the current one year term.


Article V "Officers and Their Duties", Section 1 "Federation Officers",
Subsection C "Terms of Office" will read as follows:

1. The Federation Officers shall be elected and shall serve a two (2) year term, ending when successors are elected and assume office.

2. The Federation Officers elected shall be installed at the Convention/Annual Meeting and shall assume office on July 1 or the first working day thereafter to coincide with the start of the fiscal year business.



MF Bylaws Resolution Number MFBR.2.2019

Resolution Topic: Delete the requirement that in the event of a vacancy, an officer must move up and resign their present position. Article V, Section1, Subsection E will read as follows:

E. Succession: When there is a vacancy at any time in the office of the President, the First Vice President, or the Second Vice President, the following order of succession shall prevail:

1. President: In the event of the resignation, the disability (as determined by the Executive Board), or the death of the President of the Federation, the First Vice President shall automatically become the President and immediately assume all the duties and responsibilities of that office. The Second Vice President shall then assume the position and duties of the First Vice President. The Executive Board shall fill the vacancy of the Second Vice President until an election is held.
If the First Vice President is unable or unwilling to assume the office of the President, the Second Vice President shall then assume the duties and responsibilities of the President. If the Second Vice President is unable or unwilling to assume the office of the President, these vacancies shall be filled by the Executive Board in accordance with the provisions of Section 1, Subsection E.4., of this article.

2. First Vice President: In the event of the resignation, the disability (as determined by the Executive Board), or the death of the First Vice President, the Second Vice President shall succeed to the office of the First Vice President. If the Second Vice President is unable or unwilling to assume the office of the First Vice President, the Executive Board shall fill the vacancy of the First Vice President until an election is held.

3. Second Vice President: In the event of the resignation, the disability (as determined by the Executive Board), or the death of the Second Vice President, the Executive Board shall fill the vacancy of the Second Vice President until an election is held.

4. The Executive Board: In the unusual event of simultaneous vacancies in the offices of the President, the First Vice President, and the Second Vice President, the Executive Board shall assume the duties and responsibilities of these officers until a special election is called or a general election is held. The Executive Board members shall elect, from their number, one (1) member who will serve as the Federation President and Board Chairman until a Federation election is held and new officers elected.



MF Bylaws Resolution Number MFBR.3.2019

Resolution Topic: Retitle 1st Vice President to Executive Vice President and update assigned duties and retitle 2nd Vice President to Vice President for Advocacy and update assigned duties.

Article V, Section 1, Subsection F.2 will read as follows:

The Executive Vice President (EVP) shall perform such duties as are incumbent in this office, specifically:

a. In the absence of the President, preside at all meetings; and, in the event of the disability of the President, as determined by the Executive Board, assume all the duties and responsibilities of the President;

b. As the Administrative Assistant to the President, perform such other duties as may be assigned by the President;

c. Serve as the Membership Officer of the Federation. Be responsible for the promotion of NARFE membership, and through the Chapter Presidents, for the coordination of Chapter membership matters and the resolution of Chapter membership problems; and d. Perform all duties with the full knowledge and agreement of the President, with assistance as necessary regarding personnel assignments, and within budget limitations.



Article V, Section 1, Subsection F.3 will read as follows:

The Vice President for Advocacy (VPA) shall perform such duties as are incumbent in this office, specifically:

a. In the absence of both the President and Executive Vice President, assume all the duties and responsibilities of the President and the Executive Vice President. He/she shall temporarily assign his/her duties as Vice President for Advocacy to whomever the Executive Board assigns to replace him/her, in accordance with the procedures established for the succession of Officers, in

Article V., Section 1.E;

b. Serves as the liaison between the MA FEB leadership, members, elected officials and NARFE’s Advocacy Department. Provides expertise and direction for members, motivating and coordinating effective grass-roots action; c. Implements an effective Congressional District Leader (CDL) and Senatorial Leader (SL) program for a coordinated, consistent, professional and efficient system to build relationships with Congressional Members and staff

d. Ensure that CDLs and SLs have the resources, training and information to accomplish their responsibilities; and e. Perform all duties with the full knowledge and agreement of the President, with assistance as necessary regarding personnel assignments, and within budget limitations.



MF Bylaws Resolution Number MFBR.4.2019

Resolution Topic: Eliminate the office of DVP and replace DVP membership on the MAFEB with Chapter President or their authorized representative Article V, Section 2 "Federation District Vice Presidents" is deleted. Article VI "Executive Board", Section 1 "Membership and Term" will read as follows:

The voting members of the Executive Board shall be the President, the First Vice President, the Second Vice President, the Secretary, the Treasurer, and the Chapter Presidents or their authorized representatives. A majority of the voting members of the Executive Board shall constitute a quorum. The immediate past President of the Federation may be invited to serve as an ex officio nonvoting member of the Executive Board in an advisory capacity.

Special officers who are appointed by the President, subject to the approval of the voting members of the Executive members, may be invited to serve pro tem in their various capacities for the welfare of the Federation.

The Federation President, the First Vice President, the Second Vice President, the Secretary, and the Treasurer shall serve for a term of two (2) years or until a successor is elected and assumes office.

The Chapter Presidents shall serve for the term of their presidency in accordance with their chapter bylaws
